HOTMA policy updates for housing authorities without a policy department

Get your ACOP and Administrative Plan ready for the board before January 1.

Send your current policy. Sonder checks it section by section against the remaining HOTMA requirements and shows you exactly what is present, outdated, missing, or unclear, with the page number for every finding. If you want the changes written, Sonder writes the replacement language into your existing document, in your numbering and structure, ready for your counsel's review and the board's adoption.

No resident data. No blank template.

The deadline is January 1. Your board's deadline is earlier.

HUD Notice PIH 2026-15 (May 14, 2026) applies the full HOTMA income and asset rules to every HUD-50058 with an effective date on or after January 1, 2027. Authorities that begin annual reexaminations 120 days early should already be using HOTMA policies for those reexams.

January 1 is not the working deadline. The revised policy has to be reviewed, placed on an agenda, and adopted. If your board meets monthly, you have a handful of meetings left.

The gap check: $500, credited toward the rewrite

Send your current ACOP or Administrative Plan. Within three business days of payment and the document in hand, you receive a page-by-page report covering 27 HOTMA items, built only from HUD's own material: HUD's list of discretionary HOTMA policies (March 14, 2024), HUD Exchange's sample ACOP and Administrative Plan HOTMA policies, and Notice PIH 2023-27 Revision 3 (April 16, 2026) with its attachments. Each item cites the HUD page it comes from.

Each item is marked one of five ways:

  • Present. Addressed at the current figure or requirement.
  • Outdated. Addressed, but with an older figure, definition, or rule.
  • Missing. A required provision or decision could not be found.
  • Unclear. The subject appears, but the policy does not clearly make the required decision.
  • Not addressed. An optional policy choice is not included.

Every finding shows the page in your document, the language currently there, what needs attention, and the supporting HUD source. Figures are the CY2027 inflation-adjusted values: $109,797 asset limitation, $54,898 asset threshold, $525 dependent deduction, $575 elderly or disabled deduction, 0.38% passbook rate.

You receive the report as a PDF and an editable file, ready to hand to the board. If you go ahead with the rewrite, the $500 comes off the price.

The sample was produced from a real public housing authority's ACOP. The authority is anonymized; the findings, citations, and page references are as delivered. Your document will never be published or used as a sample.

The rewrite: your document, updated

Sonder writes the replacement language directly into your existing ACOP or Administrative Plan. Your numbering, structure, and local policy choices stay. Only the sections HOTMA affects change.

You receive a clean copy ready for adoption and a redline of every change, within ten business days of payment or purchase order and the document in hand.

Already adopted HOTMA policies?

The 2027 amendment updates them for the April 2026 revision of PIH 2023-27 and the CY2027 figures. $750, same three-day turnaround.

Two groups are outside the January 1 date

PIH 2026-15 excludes Moving to Work agencies and authorities that use HUD's Family Reporting Software exclusively. If your authority is one of them, the notice's January 1 compliance date does not apply to you.

How it works

  1. Pay for the gap check, or email to request a formal quote for a purchase order.
  2. Send your ACOP or Administrative Plan. Word if you have it, PDF works. No resident files.
  3. Within three business days, receive your findings in PDF and editable format.
  4. Want the changes written? Say so. No new discovery, no starting over.

Built for authorities that do not have a policy department

HOTMA is one more project sitting beside leasing, inspections, maintenance, finance, and board preparation. You should not have to spend days cross-referencing HUD notices against your own document to find out what still needs to change. Send the policy you already have. Sonder does the comparison.
